اوليه زندگي، پاك و معصومند و اين تا زماني است كه توسط شرايط خاص محيط خانوادگي، اجتماعي
و پرورش به گناه آلوده نشوند زيرا چگونگي رفتار
و شخصيت افراد بيشتر به چگونگي محيط اجتماعي و اقتصادي و تربيتي آنها بستگي دارد، بنابراين
توجه به اين واقعيت ضروري بنظر مي رسد كه جرم و جنايت يا بعبارت بهتر بيماريهاي اجتماعي
مانند بيمارييهاي جسمي مسري هستند و اگر قبل از ايجاد انگيزه وقوع جرم بفكر اصلاح و
از بين بردن علل ارتكاب جرم نيافتند ممكن است به ديگران نيز سرايت كند كه عواقب سنگين
و غير قابل جبراني در پي دارد بصورتي كه: بر اثر ازدياد جرم وجنايت قدرت كنترل در جامعه
