همزمان با ظهور جوانی در قالبی جدید پس از دوران مدرنیزاسیون و به طورخاص، حضوربرجسته جوانان در تحولات سیاسی و اجتماعی قرن بیستم(به ویژه جنبش های اجتماعی وسیاسی دهه های شصت وهفتاد میلادی)،جوانان در کانون توجه دولت ها،نهاد های بین المللی و صاحب نظران رشته های مختلف قرار گرفتند.شنسایی جوانان به عنوان یک گروه متمایز که ویژگی های منحصر به فردی دارد، توجه دست اندرکاران ذی ربط را به حقوق و مسئولیت خاص این گروه ـ که با ویژگی ها،علایق و نیازمندی های آنان تناسب داشته باشد ـ جلب نمود.البته،حقوق جوانان در موارد متعددی با حقوق گروه هایی همچون زنان و کودکان همپوشی پیدا می کند،زیرا از یک طرف نیمی از جمعیت جوانان را دختران و زنان جوان تشکیل می دهند واز طرف دیکر،طبق تعریف سازمان ملل متحد از کودکان (افراد زیر 18سال) وجوانان(افراد 15تا24ساله)،بین این دوگروه نیز همپوشی وجود دارد. <span style='font-family:
